Key Facts About the Register

There were 5,413,189 (5.4 million) judgments on the Register at the end of Q2 2025 with a total value of £12.9 billion. This is a fall of 0.2% since the end of Q1 2025, when there were 5,426,423 judgments on the Register.

From 1st April 2025 to 1st July 2025, 293,259 new records were added to the Register, accounting for 5.4% of judgments.

285,492 judgments have been deleted from the Register as the six-year threshold has been exceeded - this represents 5.3%.

21,001 judgments were cancelled, further reducing the number on the Register by 0.4%.

87.8% of records on the Register are unsatisfied judgments and 12.2% are satisfied judgments.

88.6% of the records on the Register are consumer judgments and 11.4% are commercial judgments.

Consumer judgment growth has accelerated. 245,928 new consumer judgments were registered in Q2 2025, 6.4% more than the previous quarter and 26.2% more than Q2 2024.

Commercial judgment growth slows despite annual rise. 47,331 new commercial judgments have been added to the Register in Q2 2025, down by 7.5% from the previous quarter but up by 4.1% from Q2 2024.

97.2% of judgments on the Register were assigned to England and Wales and therefore make up far and away the biggest data set.

ENGLAND AND WALES:

284,550 new judgments were registered in England and Wales in Q2 2025, which is a 3.8% increase from the previous quarter and a 22.2% increase from Q2 2024.

Consumer judgments in England and Wales:

239,420 new consumer judgments were registered in England and Wales in Q2 2025, which is a 6.4% increase from the previous quarter and a 26.4% increase from Q2 2024.

Commercial judgments in England and Wales:

45,130 new commercial judgments have been added to the register in Q2 2025 in England and Wales, which is an 8.1% decrease from the previous quarter and a 4.1% increase from Q2 2024.

In the first two quarters of 2025, new commercial judgments in England and Wales have already reached the 57% mark of 2024, which was the year with by far the most commercial judgments registered in the last 6 years, suggesting a continued and accelerating upward trend.

SCOTLAND:

5,628 new judgments were registered in Scotland in Q2 2025, which is a 1.0% decrease from the previous quarter and an increase of 16.7% from the Q2 2024.

Consumer judgments in Scotland:

4,309 new consumer judgments were registered in Scotland in Q2 2025, which is a 3.0% decrease from the previous quarter and 22.0% more than in Q2 2024.

Commercial judgments in Scotland:

1,319 new commercial judgments were registered in Scotland in Q2 2025, which is a 6.1% increase from the previous quarter and a 2.0% increase from Q2 2024.

NORTHERN IRELAND:

1,582 new judgments were registered in Northern Ireland in Q2 2025, which is a 34.1% increase from the previous quarter and an increase of 13.4% from Q2 2024.

Consumer judgments in Northern Ireland:

1,253 new consumer judgments were registered in Northern Ireland in Q2 2025, which is a 50.1% increase from the previous quarter and an increase of 21.2% from Q2 2024.

Commercial judgments in Northern Ireland:

329 new commercial judgments were registered in Northern Ireland in Q2 2025, a 4.6% decrease from the previous quarter and a decrease of 8.9% from Q2 2024.

REPUBLIC OF IRELAND:

1,131 new judgments were registered in Republic of Ireland in Q2 2025, an 21.1% increase from the previous quarter and an increase of 25.4% from Q2 2024.

Consumer judgments in Republic of Ireland:

634 new consumer judgments were registered in the Republic of Ireland in Q2 2025, a 24.6% increase from the previous quarter and an increase of 30.2% from Q2 2024.

Commercial judgments in Republic of Ireland:

497 new commercial judgments were registered in the Republic of Ireland in Q2 2025, a 16.9% increase from the previous quarter and an increase of 19.8% from Q2 2024.

In the first two quarters of 2025, new commercial judgments in the Republic of Ireland have already reached the 65% mark of 2024, which was the year with by far the most commercial judgments registered in the last six years, suggesting a continued and accelerating upward trend.

JERSEY:

249 new judgments were registered in Jersey in Q2 2025, a 18.4% decrease from the previous quarter and a decrease of 20.2% from Q2 2024.

Consumer judgments in Jersey:

209 new consumer judgments were registered in Jersey in Q2 2025, a 20.2% decrease from the previous quarter and a decrease of 21.7% from Q2 2024.

Commercial judgments in Jersey:

40 new commercial judgments were registered in Jersey in Q2 2025, a 7.0% decrease from the previous quarter and a decrease of 11.1% from Q2 2024.

ISLE OF MAN:

119 new judgments were registered in the Isle of Man in Q2 2025, a 34.3% decrease from the previous quarter and an increase of 205.1% from Q2 2024.

Consumer judgments in the Isle of Man:

103 new consumer judgments were registered in the Isle of Man in Q2 2025, a 32.2% decrease from the previous quarter and an increase of 202.9% from Q2 2024.

255 new consumer judgments have been added to the Register in the Isle of Man in the first two quarters of 2025, which is already more than the total for the full year 2024, suggesting that 2025 might see a sharp increase in judgments.

Commercial judgments in the Isle of Man:

16 new commercial judgments have been added to the Register in the Isle of Man in Q2 2025.
